"The primary objectives and purposes of this corporation shall be: To provide education and charitable assistance to the general public in matters relating to obtaining and maintaining housing generally, and improving their social, economic, familial and educational conditions generally; To promote fairness and equality of opportunity for all persons regardless of race, color, creed, national origin, gender, age, sexual orientation, disability, or HIV status in the areas of education, employment, housing and public and private services; To provide rental assistance, housing assistance, tenant/landlord counseling, home seeking, home sharing, and mortgage and home purchase counseling.

  • ECHO's Rental Assistance Program assists residents living in Alameda County with move-in costs or delinquent rent due to a temporary financial setback.If you are a family with children, elderly, permanently disabled, emancipated foster youth, a veteran, a victim of domestic violence, or a pregnant woman in her second trimester or later, and are:

    1:Seeking assistance with security deposit:  You must be an Alameda resident for at least 6 months and you must have located affordable housing and been approved for it; or 

    2:Seeking assistance with delinquent rent: You must have a letter or some other notice from the landlord stating that you are behind on your rent.
