Our child care resource and referral services are free to all parents, regardless of income. We also support local child care providers with free and low cost training, business counseling, professional development, and supports in order to improve the quality of child care services within Alameda County.

    4Cs of Alameda County believes that parents are the ones who are best able to choose child care that meets their family’s particular needs. Our goal is to provide parents with information about a full range of child care services in southern Alameda County and with child care assistance options in Oakland and Southern Alameda County.

    Find Child Care: Free personalized referrals to licensed child care facilities for child care in Southern Alameda County (San Leandro, San Lorenzo, Castro Valley, Hayward, Union City, Newark, Fremont, and unincorporated Alameda County) are now available by phone and through the online search.

    Child Care Payment Assistance: The child care payment programs (CAPP, CalWORKs Stage One, 2, 3 and Foster Care) are designed to provide full or partial reimbursement of child care services on behalf of eligible families in Oakland and Southern Alameda County

    Overview of 4Cs Child Care Payment Programs

    The child care payment programs (CAPP, CalWORKs Stage One, 2, 3 and Foster Care) are designed to provide full or partial reimbursement of child care services on behalf of eligible families.

    The goal of these programs are to assist and promote the health, growth, care, development and education of children in Alameda County by providing child care, while the children’s parents continue their employment, education, welfare-to-work activities, or other need for services such as seeking employment, seeking permanent housing, incapacitation or child protective services.

    Eligibility is based on income and need for child care services. The current available programs are CalWORKs Stage One, 2, and 3 and Alternative Payment. The state and Alameda County contract with 4Cs to administer these programs in our community.

    4Cs of Alameda County’s Volunteer Income Tax Assistance (VITA) site has closed for the 2023 tax season. We will reopen in February 2025.
